Summary-judgment briefing filed in the court case over the postponed fixed-period student rule
In Presidents' Alliance v. DHS in federal court in Massachusetts, the university coalition filed a supplemental brief on October 30 asking the judge to grant summary judgment and vacate the fixed-period-of-admission rule, and the Department of Homeland Security filed its reply on November 2 asking for judgment in its favor or, failing that, a remand without vacatur. The rule, published July 17, remains postponed under the court's September 14 order, so duration of status continues. The filings are the parties' arguments, not rulings. The court has not announced a decision date, and DHS's appeal of the postponement is pending in the First Circuit.
