What 92 universities say about CPT after SEVP's August 2026 guidance
In August 2026 the Student and Exchange Visitor Program sent two broadcast messages to every Designated School Official in the country. The first, on August 12 (BCM 2608-01), reminded DSOs of their personal liability for Curricular Practical Training authorizations. The second, on August 24 (BCM 2608-02), set out SEVP's reading of the phrase the regulation turns on: an integral part of an established curriculum. International offices then began posting what they would and would not authorize.
This page collects those public statements, in each school's own words, next to the regulation and the guidance. It reports; it does not rank, recommend, or name any school as a way around the guidance. Curricular practical training is defined to be alternative work/study, internship, cooperative education or any other type of required internship or practicum that is offered by sponsoring employers through cooperative agreements with the school."

SEVP's reading (guidance, August 24, 2026)
"In any instance where an elective course is optional, making the CPT optional, the integral and required aspects of CPT would not be met. CPT is an integral part of an established curriculum, and the practical training is required for all students participating in that curriculum, regardless of citizenship."
SEVP Broadcast Message 2608-02. By its own terms the message "is not a substitute for applicable legal requirements, nor is it itself a rule or a final action by SEVP."
The gap between the two columns is the whole story. The regulation names "required internship or practicum" and "cooperative agreements" but has been read for years, at many schools, to cover for-credit internship courses. The guidance says an optional course cannot make training integral, that every student in the curriculum, citizen or not, must be required to do it, and that every placement runs through a cooperative agreement. The August 12 message added that SEVP and Homeland Security Investigations will scrutinize authorizations and may withdraw a school's certification.

- Your DSO's answer is the one that counts. The table shows what offices have said publicly; your own office decides your case. Ask before you accept an offer that depends on CPT.
- Approved CPT is valid on its terms. The employer, location and dates on page 2 of your I-20 are the authorization. Do not change any of them without a new authorization. 8 CFR 214.2(f)(10)(i)
- On-campus work is untouched. The guidance is about CPT only. 8 CFR 214.2(f)(9)(i)
- Pre-completion OPT is the alternative several schools name. It is filed with USCIS on Form I-765, takes months, and every month used comes out of the 12 months of post-completion OPT. 8 CFR 214.2(f)(10)(ii)
- The OPT math is unchanged. Twelve months or more of full-time CPT still forfeits post-completion OPT; part-time CPT does not. See CPT that survives scrutiny.

- The August 12 message is the reason for the caution. It frames each CPT authorization as a personal attestation and names the consequences: increased scrutiny, documentation demands, HSI involvement, and withdrawal of certification under 8 CFR 214.4(a)(2).
- Documentation is the defense. The statements above converge on the same file: the catalog page that shows the requirement for all students, the department's attestation, the cooperative agreement with the employer, and concurrent registration where the curriculum requires it. 8 CFR 214.3(l)(2)
- Pressure has a reporting channel. BCM 2608-02 gives a DSO who is pressured to make a noncompliant attestation a confidential route to SEVP and HSI through the SEVP Response Center (703-603-3400, SEVP@ice.dhs.gov).

Which universities have paused CPT after SEVP's August 2026 guidance?
As of September 23, 2026, this page quotes 92 schools' public statements, out of 1735 schools checked. Most statements say the school now authorizes CPT only where training is a documented degree requirement for all students in the program, or that it has paused CPT tied to elective or for-credit internship courses. Each row quotes the school's own page and links to it; positions change, so the linked page is the source.
Is CPT that was already approved still valid?
Many schools say in their own words that authorizations issued before the guidance are not rescinded. A CPT authorization is tied to the employer, location and dates on the I-20; confirm with your DSO before changing anything. 8 CFR 214.2(f)(10)(i).
Did the CPT regulation change in August 2026?
No. 8 CFR 214.2(f)(10)(i) is unchanged. SEVP Broadcast Message 2608-02 (August 24, 2026) is guidance that states SEVP's reading of 'integral part of an established curriculum' and says, in its own words, that it is not itself a rule. Schools are changing their practice in response to that guidance and to the August 12 liability reminder (BCM 2608-01).
Is Day 1 CPT still allowed?
The regulation still contains the exception for graduate programs that require immediate participation in curricular practical training. SEVP's August 2026 guidance says the requirement must be genuine: required of every student in the program, documented, and offered through cooperative agreements with employers. Ask the school's international office what it authorizes now, in writing.
What are my options if my school paused my CPT?
Talk to your DSO first. On-campus employment is unaffected by the guidance. Several schools point students to pre-completion OPT, which is filed with USCIS and reduces post-completion OPT time. CPT that is a true degree requirement continues at nearly every school that has posted a statement.
